Why do documentaries film drug users and show their face?

I just watched a documentary where they filmed a drug user, and they showed his face. They do not even try to hide the person's identity. Surely the person would get arrested, as this would be evidence! So why do they allow themselves to be shown using drugs? How is this ethical? Or are drugs not a big deal?
